Democrats won both chambers of Congress overnight, and Wall Street barely flinched.
The trades built around President Donald Trump's agenda are now unwinding in real time.
Shares of Elon Musk's companies, defense contractors, private prison operators and Trump Media all tumbled in premarket trading Wednesday, even as S&P 500 futures rose nearly 0.9%.
Democrats flipped seven Republican-held Senate seats, including Texas and Maine, taking their tally to 54 seats against 44 for Republicans with the final races still being counted. The party also cleared the 218 seats needed for a House majority.
For investors, the message was simple. The policies that powered the president's first two years now face a Congress that can block them.
Musk's Companies Lose About $200 Billion Before the Bell
Space Exploration Technologies Corp. (NASDAQ: SPCX), better known as SpaceX, fell 5.8% to $133.06 by 7:30 a.m. ET. Tesla Inc. (NASDAQ: TSLA) dropped 5.7% to $375.65.
Together, the two moves erased roughly $200 billion in market value before the opening bell. The selloff also reversed SpaceX's 3.6% gain on Tuesday.
Both companies are anchored in Texas. Tesla is headquartered in Austin, while SpaceX builds and launches its Starship rockets from Starbase on the Gulf Coast.
That turns the state's political shift into a business question.
During the campaign, Democrat Gina Hinojosa, now Texas governor-elect, called for a moratorium on new data centers until lawmakers write rules for the industry. As a result, companies planning large AI computing projects in Texas could face a tougher permitting backdrop.
Defense and Immigration Trades Unwind
Defense stocks followed.
Lockheed Martin Corp. (NYSE: LMT) fell 4% to $613.15, Northrop Grumman Corp. (NYSE: NOC) lost 3.5%, RTX Corp. (NYSE: RTX) declined 3.3% and L3Harris Technologies Inc. (NYSE: LHX) slipped 2.9%. The iShares U.S. Aerospace & Defense ETF (BATS: ITA) was down 1%.
The pressure comes from budgets. Starting in January, Democrats will chair the committees that write federal spending bills, including the Pentagon's.
Lockheed has the most to give back. The stock had gained 32% this year through Tuesday.
Palantir Technologies Inc. (NASDAQ: PLTR), one of Washington's largest software contractors, fell 3.7%.
Immigration-linked names were hit even harder. GEO Group Inc. (NYSE: GEO), which runs detention facilities under federal contracts, sank 6.2% after a 74% rally this year. CoreCivic Inc. (NYSE: CXW) fell 5.2%.
Trump Media & Technology Group Corp. (NASDAQ: DJT) tumbled 10.6% to $5.32, deepening a 55% slide this year.
Analysts See Gridlock, Not a Policy Revolution
Analysts, however, saw clear limits to what a Democratic Congress can do.
"A Democratic Congress is likely to rein in Trump's fiscally expansionary agenda, easing deficit concerns and taking some of the heat out of the Treasury sell-off," Matthew Ryan, head of market strategy at Ebury, said in emailed comments.
Trump's veto remains intact, though, and Democrats are well short of the two-thirds majorities in both chambers needed to override it.
"Congress can block new spending but it cannot unwind what is already in place," Ryan said.
Pantheon Macroeconomics reached a similar conclusion in a note late Tuesday. The firm expects congressional gridlock and no major shift in fiscal policy, while risks around trade, immigration and defense linger. In addition, it sees inflation, Fed policy and the durability of the AI investment boom as bigger forces for the economy than the vote itself.
Bonds and Gold Rally as the Dollar Slips
Bonds rallied as investors priced a slower path for deficits.
The 10-year Treasury yield fell 5 basis points to 4.91%. The 2-year yield slipped 3 basis points to 4.60%, while the 30-year yield dropped 4.5 basis points to 5.29%.
Ryan, however, said yields "are unlikely to fall far while the Iran war drags on."
The U.S. Dollar Index fell 0.6% to 101.25.
Gold jumped 3% to $4,046 an ounce, and silver rallied 4.6% to $52.06. Bitcoin (CRYPTO: BTC) rose 1.1% to $78,185.
Elsewhere, Dow futures gained 1.6%, Russell 2000 futures rose 1.3% and Nasdaq 100 futures added 0.3%.
Ryan sees the real fiscal test arriving with the debt ceiling negotiations in 2027. Until then, a Democratic Congress can slow the Trump trade, but it cannot rewrite what has already been enacted.
